I have great news for those of you are waiting for Haiti to re-open their adoption program. On September 14, 2012, the Haitian Adoption authority released a statement regarding the status of adoption for their country. This statement lays out the changes that will be made to the Haitian adoption program in order to bring about certification for Hague Convention. These changes are slated to begin on October 1, 2012. According to this release these new administrative procedures will allow Haiti to update their adoption program and fulfill necessary requirements to open a full fledge adoption relationship with the United States under the Hague Convention. Part of the changes will involve a regulating the orphanages and children’s homes through an authorization process. Haiti is also enacting a regulation authority on agencies and making it so they must be certified in order to place children.
It is said that this same statement of changes is going to require that all children that are to be eligible for adoption must reside in one of these authorized children homes. This is to ensure that all pieces of the adoption process fall under the protection of the legalities in place.
This is great news for the many people who are interested in bringing a child into their lives from Haiti. It will ensure that all of the necessary and binding legalities are legit. While it is normal for countries who are walking this certification path to close adoption relationships until they are completely certified, Haiti has put out a statement that says that they are reopening their adoption relationship with the United States while they are completing this process and all cases will be completed under without the Hague statutes in place.
Haiti is working through some difficult issues in order to ensure their country is on the right track for future adoptions. This is commendable. There remains a great need for adoption in Haiti. Earlier devastation has brought the levels of poverty and disease to a near breaking point. It is a country that is hungry. It s children are hungry. Adoption offers one of the purest ways to make a difference. Lives are being saved and hearts mended.
Haiti is open and accepting adoption applications at this time. They are currently restructuring their adoption program and will develop a strong, fully Hague certified program as a result. This will be an amazing asset to the adoption community. If you are interested in adopting from Haiti before they are Hague certified, it is imperative that you hire reputable agency and legal authority.
